1. Background & Vision
In 2020–21, Community Roots Collaborative (C-Roots) transformed an 1870s railway switch station in Vancouver’s Fruit Valley neighborhood into a vibrant, supportive housing community. This marked the nonprofit’s inaugural project to address homelessness in Clark County through innovative, modular housing and recovery-focused services.

2. What the Project Includes
Tiny-Home Village
- 21 fully furnished, prefabricated homes (~315 sq ft each) on 1.5 acres
- Homes include private kitchens, bathrooms, and living space
- Residents began moving in in September 2021
- Offers secure, permanent housing with utilities included
The Station House Recovery Center
- Renovated historic building converted into a 4-bedroom recovery home
- Operated in partnership with XChange Recovery
- Provides transitional support for individuals recovering from substance use
- Opened in early 2021
3. Funding & Partnerships
- Wolf Industries provided the modular construction
- Supported by the City of Vancouver’s Proposition 1 Affordable Housing Fund
- Amerigroup Washington donated $10,000 to enhance on-site services
- Additional community and public partners supported operations and wrap-around services
4. Impact & Approach
- Currently houses about 39 residents
- Monthly rent set at ~$650, plus $50 utilities – well below market rate
- Wrap-around services include recovery support, life skills, employment coaching, and healthcare access
- Restores underused land and buildings to serve vulnerable populations
- Focuses on permanent solutions instead of temporary shelters or encampments

5. A Scalable Model
- Fruit Valley Terrace serves as a blueprint for future developments
- C-Roots has completed a second village (“O Street”) as part of a growing regional response
- The model emphasizes low-cost, efficient construction, strong partnerships, and ongoing community engagement
