Modular ADUs (accessory dwelling units), cottages, and backyard homes in Chehalis, Washington

Chehalis is an easy I-5 delivery from our factory, so projects move from a property evaluation to a realistic plan quickly.

Getting started

Let’s start with your plans

  • Rural and in-town Lewis County lots have very different access and utility needs.

  • We confirm setbacks, access, and model fit before quoting.

  • Common fit for backyard rentals, family housing, and small cottages.

Chehalis sits where Interstate 5 meets US-12, the road west toward Aberdeen and the Pacific County coast. The Chehalis River and the Newaukum drain this valley, so mapped floodplain is part of site planning here. From our factory in Battle Ground, near Vancouver, delivery runs up I-5 through Cowlitz County into Lewis County, then onto a mix of older residential streets and rural edges toward Adna and Winlock.

Wolf has built many ADUs in the Chehalis area as part of more than 650 modular homes in the Northwest. That experience helps with the corridor, but a river-adjacent lot still needs its own flood check, so we start with the address.

County seat, city limits, or neither

A Chehalis mailing address doesn’t tell you who reviews the permit. City of Chehalis building and planning handle lots inside city limits. Lewis County Community Development reviews unincorporated parcels, including a lot of land people call Chehalis because they shop and vote here. Adna isn’t in the city, and neither is some of the acreage along the National Avenue edge. Look up the taxlot on county GIS before you hire a designer.

The 2023 state ADU law applies inside UGAs: a qualifying single-family lot can take two accessory units, and cities can’t cap those units below 1,000 square feet, require the owner to live on site, or limit height below 24 feet unless the main house is already lower. Details are in the Washington ADU laws guide. Chehalis still sets the local requirements. Setbacks vary by zone, and numbers from Vancouver or Portland won’t apply, so we check the current code for your lot.

Outside the UGA, rural Lewis County rules and septic capacity govern, and the two-ADU state mandate doesn’t automatically apply to a timber-edge or agricultural parcel. If you don’t know whether your lot is urban or rural, that’s the first thing we check.

Two-bedroom cottages fit here

These are modular homes, factory-built and inspected by Washington L&I, not HUD (the federal standard for manufactured homes)-label homes.

  • Model K (~432 sq ft) for a one-bedroom guest or rental unit.
  • Model E or Model F (~616 sq ft, 14×44). Chehalis lots have room for two bedrooms more often than a downtown Centralia lot on an alley. The E has a separate living room, and the F opens into a great room. Choose based on who will live there.
  • Model L (~984 sq ft) when the zone, coverage, and delivery path can take a wider two-bed, two-bath cottage with a full porch.

Model I (~1,232 sq ft) comes up when someone wants a small primary home on a larger parcel. It needs room, so we only recommend it where the setbacks can hold it.

How Chehalis takes a permit

Here’s the path:

  1. Confirm the project is allowed in this zone, using GIS and the current city or county ADU handout rather than a third-party summary.
  2. Put together a plot plan with existing and proposed structures, foundation, and utility laterals. The engineered drawings come with the module.
  3. File with the city if you’re inside Chehalis limits, or with Lewis County if you’re not. Filing portals change, so we use whatever the jurisdiction is running when we file.
  4. Review. Floodplain, critical areas, and missing tree information add review cycles. Keep the approved drawings on site for inspectors.

We handle engineering and permitting support in-house, so you aren’t coordinating a designer in Olympia, an engineer in Seattle, and a setter who has never been on Chamber Way.

River, fairgrounds, and the lots we see

Chehalis is a valley town. The Chehalis River system flooded in 1990, 1996, and 2007, and those floods still show up on elevation certificates and insurance quotes. Low ground near the river, some industrial-adjacent parcels, and parts of the valley floor need a flood-map check before anyone orders a module. Higher ground toward the west hills and some south-edge plats bring different soil questions. We don’t estimate base flood elevation; the flood map and a surveyor set it.

The Newaukum joins the Chehalis in this valley, and tributary ground can map as floodplain too. If your lot is south or east of the civic core, check the flood panel for both rivers. A story about the 2007 flood isn’t a substitute for the map on your taxlot.

In-town lots near the civic core can be tight, with older houses, narrow side yards, and street parking that gets in the way of a crane. Historic downtown along Market Boulevard, with its old commercial brick, is tighter than the south commercial strip, so a Market Street backyard won’t behave like a parcel toward Napavine. Out toward the fairgrounds and the US-12 split, lots open up, but access can still be a farm driveway with an overhead power drop and a maple in the crane’s path. West toward Adna you’re often in county jurisdiction with well and septic, and south toward Winlock it’s the same pattern: more land and more drainfield questions. The county airport and industrial edges add easements and approach surfaces, which we look up for nearby lots.

Delivery and the set

Delivery from the factory is I-5 the whole way, so for a Chehalis set the highway is easy and the last half-mile is what matters. A lot on the US-12 edge can have very different access than a lot on National Avenue, so we measure the curb cut the truck will use. US-12 west of town is the freight and vacation route to Aberdeen and the Pacific County coast. Our trucks don’t use it to reach Chehalis, but a lot on that edge still gets its own access check. We also check overhead lines, turnaround room, and whether the home is a single-module K or a wider L. A 28-foot-wide Model L needs far more room than a 12-foot K, so tell us which one you’re considering when you send driveway photos.

The Southwest Washington Fairgrounds change traffic in August. We avoid scheduling a set during fair week on a nearby street that already has parking trouble.

Lewis County winters are wet rather than cold, so saturated soils, not snow load, usually drive foundation details in Chehalis. The house is built indoors at the factory, out of the rain. On the lot, erosion control, trench collapse, and a high water table affect the schedule. Dry months are easier for a set. Wet-season sets happen too, with tighter site controls and a forecast that doesn’t show a week of standing water.

Modular, L&I, local foundation

Washington L&I inspects the structure in the factory and issues the insignia. Chehalis or Lewis County still issues the installation permit and inspects the permanent foundation and utility connections. The county’s septic and public-health reviewers work here in the county seat, which makes questions easier to ask but doesn’t shorten review. Two-piece plans add a day to join the halves, which is why we look at access in the first week of planning. If someone describes a “mobile ADU,” that’s a HUD-code product, which we don’t build.

Who lives in a Chehalis ADU

“Tiny home,” “ADU,” and “guest house” often describe the same building. In Chehalis, a building with a kitchen and bath is a dwelling. Whether family, a year-round tenant, or weekend guests live there is a use question. Inside the UGA, Washington’s ban on owner-occupancy requirements is why a rental ADU is an option. Short-term rental rules are local. Vacation-rental demand is lower here than in Long Beach, but check the local rule before you plan on it.

Chehalis is where Lewis County government sits, so there’s a real local job market in county offices, public health, school districts, and the shops along the I-5 frontage. ADUs here often house a parent while a grown child works in town, an adult child coming back to the area after years of commuting the I-5 corridor, a quiet office that can host a guest, or a long-term renter.

Chehalis, Centralia, and nearby towns

Centralia, the railroad and college town just north, has its own building department. People call them the Twin Cities, but the permit offices never merged, and what works on a downtown Centralia lot won’t necessarily work on a Chehalis river lot. Napavine is its own city to the south. Adna and Winlock are county communities with rural utilities. Olympia and Tumwater are up I-5 with their own city halls. We deliver to all of them.

Cost

The model gives us a reliable starting home price. The full project price depends on zoning, lot size, setbacks, utilities, trench length, electrical capacity, flood constraints, and the foundation. We provide a complete proposal after a property evaluation because those conditions vary from one Chehalis property to the next. A sewered in-town lot with a short lateral and a flat pad is usually the simpler site. A county parcel on well and septic, or a river lot that needs flood work under the permit, takes more site budget.

Financing is usually a HELOC, cash-out refinance, or a construction lender who has closed factory-built ADUs. See financing.

What the evaluation checks

Bring the address and, if you have them, a survey or a septic as-built. We look at:

  • City of Chehalis or Lewis County.
  • UGA or rural (HB 1337’s strongest protections are inside UGAs).
  • Flood maps on the Chehalis and Newaukum system.
  • Sewer or septic, city water or well.
  • Driveway layout from the road to the pad.
  • Use: family, long-term rental, or short-term.
  • Trees, overhead lines, and where a crane or roller setup would go.

You get a model recommendation for your parcel. Start here.

After the set

Inspections, punch list, keys, and warranty. Chehalis is right on I-5, so our crews can come back for a trim piece without an overnight trip, and warranty visits follow the same interstate the module came up. Chehalis is a longer drive from the factory than a close-in job, but its streets are usually easier on a truck than tight city infill. The river is what needs the most attention here.

If you already know the lot is in the floodplain, tell us in the first email so we can check insurance and elevation before you choose a floor plan.

Send the address. Tell us whether the reviewer is the city or the county, where the pad would sit, and whether the unit is for family, tenants, or you. We’ll match a model to your Chehalis zone.

How much does a Wolf ADU cost in Chehalis?

Home starting prices outside Portland begin at $85,500 for Model K. Compare the models and home starting prices available for your location. Appliances are not included in the base price. You can purchase our appliance package or provide your own. Permitting, delivery, installation, foundation, utilities, site work, taxes, and upgrades are quoted separately. Installation availability depends on the service area; some locations require a local contractor. Send your address so we can explain the scope for your project.

What’s the difference between an ADU, a tiny home, and a modular home?

An ADU (accessory dwelling unit) is a legal second dwelling on a lot that already has a house — people also call it a granny flat, backyard apartment, or backyard cottage. “Tiny home” usually describes size. Wolf’s smallest widely available plan is the 432-square-foot Model K; the 307-square-foot Model B is limited to the City of Portland. “Modular” describes the construction method: Wolf homes are built to IRC/IBC (International Residential Code / International Building Code) residential code, inspected by Washington L&I or Oregon BCD, and installed on a permanent foundation. They are not HUD manufactured homes.

Who reviews an ADU permit in Chehalis?

The reviewer depends on the property address. Your mailing address may be inside city limits or in the part of Lewis County outside a city. We check which office handles your permits before recommending a model or preparing a proposal.

What does Wolf handle for a Chehalis project?

Wolf employees handle property review, design, permitting, factory construction, site work, delivery, installation, and warranty within the agreed project scope. Some projects require third-party services, such as surveys or septic design and installation, depending on the property and jurisdiction.

Which Wolf model is best for my property?

That depends on setbacks, lot coverage, delivery access, utilities, and how you plan to use the home. We review those details before recommending a floor plan.

One point of contact

A quieter Chehalis build, one team

Chehalis permits go through a different counter than Centralia's, even when the lots look the same from I-5. Wolf handles city or Lewis County permitting support, site work, the factory build, and delivery as one project, so you aren't passing messages between a local excavator and a factory down I-5.

You bring the address, how you plan to use the unit, and a budget range. We coordinate the rest.

Where on the property have you pictured it?

The spot you enjoy most is a good place to begin the conversation. Then we check the local rules, the delivery path and utility connections. A mailing address alone doesn’t tell us which jurisdiction reviews the project.
