Chelan is a lake town on the dry side of the Cascades, at the south end of Lake Chelan. People come for the water, the orchards, and summers the west side doesn’t get. That climate is part of why a factory-built house makes sense here: the home is built indoors, away from the west-side winter, then hauled over a pass into heat, wind, and a smoke season that has to be planned around.
The City of Chelan and Chelan County are separate reviewers. Manson isn’t part of the city, and most Manson parcels are unincorporated county or fall under a separate UGA. Entiat and Leavenworth have their own city halls, and Wenatchee is a separate city down-lake.
We’ve set a Model E in Chelan, and photos from that December 2024 set are in our library.
City of Chelan, Chelan County, or Manson first
Pull the parcel before you sketch a backyard. If the lot is inside city limits, Chelan’s Community Development and building staff handle the file. If it isn’t, you file with Chelan County even when the mail says Chelan. A Manson lot shouldn’t be planned like a city cottage, however close it is to the lake.
Washington law allows two ADUs on qualifying properties in urban growth areas. The available space, utility capacity, and any protected areas still affect what you can build. Read the Washington ADU laws guide. Your permit still follows local rules, so Wenatchee’s 1,000-square-foot city cap doesn’t apply to a Chelan lot, and Chelan’s 1,200 doesn’t apply in Wenatchee.
Chelan Municipal Code 17.04.210 (Ord. 2025-1646) is the city ADU section we use on evaluations:
- Detached, attached, and interior ADUs are permitted in all zoning districts that permit single-family residences.
- Two ADUs are permitted on a lot in addition to the primary dwelling. ADUs are exempt from the density requirements of the underlying zone.
- Height, coverage, and setbacks follow the zoning district, with listed exceptions (including conversion of existing legal nonconforming structures such as detached garages even if they miss current setback or coverage).
- Maximum unit size: 1,200 square feet.
- Parking: off-street spaces per ADU consistent with the primary dwelling. If the primary requires one space, each ADU requires one.
- Owner occupancy shall not be required. ADUs may be used for long-term rental and shall not be used for short-term rentals.
- Unit lot subdivision is described so an ADU can be sold on a separate unit lot if the parent lot still meets zoning.
Those are city rules, so confirm the current CMC the week you file.
Unincorporated Chelan County has allowed ADUs for years, but rural lots, especially those under an acre or outside the UGA, don’t follow the city’s two-ADU / 1,200-square-foot rules. Septic, well, irrigation, and shoreline decide more county jobs than design does. State rural-ADU legislation has been changing, and the county has said some statewide rural amendments are on hold until a later code cycle. Confirm county rural numbers with Chelan County Community Development rather than copying them from the city chapter or a Wenatchee page.
Manson is a lake community north of town, and most parcels there aren’t in the City of Chelan. CMC 17.04.210 only applies to a Manson taxlot if GIS shows it’s actually in the city.
Setbacks vary by zone. R-L, R-M, and the special-use districts each have their own envelope, and slope, irrigation mains, and shoreline buffers can shrink a backyard even when the zone looks generous on paper.
Passes, irrigation, shoreline, and septic
Every Chelan project involves a pass delivery. Typical routes run I-5 to I-90 over Snoqualmie, then US-97 north, or over Stevens Pass when that’s the better route. Winter closures and chain restrictions get planned like a crane booking, and we won’t schedule a set through a closure.
Snow load, wind, and seismic values go into the local engineered packet for your lot, based on Chelan’s numbers rather than a factory-wide default.
Irrigation is a fact of life on the dry side. Orchard and bench lots have mains, boxes, and easements that west-side plats never see, and hitting a line costs real money. Frost fans and bin access roads weren’t laid out for a house trailer. If you have an irrigation map, send it.
Lake Chelan shoreline has its own overlay. A lot that looks residential from the water can still fall under shoreline jurisdiction, so we confirm that before treating a beach-adjacent pad as an ADU site, and we confirm the shoreline setback for the specific lot.
On the benches and outside city sewer, septic is often the deciding factor. A drainfield that serves the house may not have capacity for a second dwelling, so get it scoped before you commit to a floor plan.
How Chelan handles a permit
Missing irrigation, septic, or shoreline information comes back as review comments. Here’s the path we use:
- Confirm the taxlot is in the City of Chelan, not Manson, the county, or Wenatchee.
- Confirm the zone permits a single-family dwelling, then apply CMC 17.04.210.
- Draw the plot plan: existing house, proposed cottage, setbacks for that zone, irrigation and utility lines, shoreline if it applies, parking, and a truck or crane path that works on a lake-bench driveway.
- Prepare the engineered modular plan set with local snow, wind, and seismic values. These are modular homes built under the Washington State Building Code and inspected by L&I in the factory. They leave the factory with an L&I insignia, they aren’t HUD (the federal standard for manufactured homes) manufactured homes, and Chelan still reviews the foundation, placement, and utilities.
- Submit to the city (or Chelan County if unincorporated), including how water and wastewater will be handled. Site prep is part of the job.
- Complete inspections as called, then get occupancy. Keep approved drawings on site.
A typical city submittal includes the application, a site plan with property lines and setbacks, floor plans, utility and irrigation notes, parking, and the factory’s engineered set. If shoreline or septic applies, those reports go in the same packet. County lots start at Chelan County Community Development with their own packet.
Chelan lots and access
Downtown Chelan and the older grid near Woodin Avenue and the waterfront can be tight, with short lots, tourist parking, and streets that weren’t laid out for a module. South Chelan and the benches above the lake add grade, retaining, and driveways built for a pickup or a bin truck. Chelan Falls has a different last mile down toward the Columbia. Manson is north along the lake and usually county.
Our factory is in Battle Ground, in Southwest Washington near Portland. Delivery takes a pass day when the weather cooperates, then US-97 / US-97A into town, and summer tourist traffic on that stretch goes on the schedule too. A 12-foot-wide Model K and a 14-foot Model E face very different access on a switchback. Overhead lines, orchard rows, and a driveway that falls away still decide how set day goes.
The Model E we set in Chelan
Our December 2024 Chelan set was a Model E, a two-bedroom modular cottage on a Chelan lot. Current catalog plans are B, K, E, F, J, L, and I, and we match your lot to one of them after reviewing it. A hillside that worked for that E won’t look like every lake lot.
Models
These are modular homes, not HUD manufactured homes.
- Model K (~432 sq ft). A one-bedroom guest cottage on a typical city lot, and the usual choice when the envelope is tight.
- Model E (~616 sq ft). The two-bedroom we’ve already set here. Model F is the same shell with a different interior layout if that suits the use better.
Model L (~984 sq ft) and Model J (~828 sq ft) are under the city’s 1,200-square-foot cap. Model I (~1,232 sq ft) is over 1,200 as published, so it would need a different approach unless the city’s measurement method brings it under the cap.
Inside the UGA, state law prevents a local size cap below 1,000 square feet on covered lots and the city allows 1,200. That doesn’t mean every R-L lot can take a Model L. We measure the pad, the truck path, and the laterals first. County rural lots follow county rules, not the city’s 1,200.
ADU, tiny home, or lake cottage
If it has a kitchen and a bath, Chelan treats it as a dwelling. Family occupancy and long-term rental are the usual uses under 17.04.210. Short-term rental of an ADU is prohibited under the current city section, so an ADU permit won’t get you a vacation rental. Chelan County and the other lake towns have their own STR rules. Tell us the intended use during the evaluation.
Cost and timeline
The model sets the starting home price. Trench length, irrigation conflicts, septic, electrical capacity, hillside retaining, and the pass haul determine the rest. Building indoors protects the home from west-side rain, but east-side heat, smoke, and pass closures still affect the field schedule.
The Model K starts at $85,500 for the home itself. Permitting, delivery, installation, and site work are listed separately in your property-specific proposal. The delivery-and-setup rate covers delivery within 20 miles of the factory, so a pass haul costs more and is quoted up front. See the Washington ADU cost guide, financing, and a property evaluation.
Climate, soils, and set day
Chelan is dry compared with western Washington. Summers run hot, winters are cold enough for frost and snow, and wind comes down the lake. In some years, wildfire smoke lasts for weeks in late summer. We schedule excavation, concrete, and set day around all of that.
The module is built indoors, but hot-weather concrete, crew heat limits, and smoke days go on the field calendar the same way ice does on the west side. Orchard and bench lots add irrigation lines and access roads built for bins rather than a house trailer.
Utilities
Most in-city Chelan lots are on city water and sewer. That still leaves laterals, a cleanout, and whether the panel can handle a second dwelling. Irrigation is often a separate system. Outside the city, you’re often on a well and septic. If you don’t know which applies to your lot, that’s the first thing we check.
Site work and set
Foundation excavation, trenching, grading, and minor tree work so the home can sit are part of a normal Chelan job. Irrigation conflicts and a hillside last mile off the lake road are why we look at access early. A standard delivery trailer, and a crane when the swing needs it, get the home onto the foundation. We weather-seal the same day when we can, then handle the mechanical and plumbing tie-ins. Two-piece plans add a day to join the halves.
After the set and warranty
Next come inspections, a walk-through, the punch list, keys, and the warranty packet. Because the factory is on the other side of the pass, follow-up visits are scheduled returns, and we won’t promise a January set through Snoqualmie. We keep the drawings, pad, module, and warranty on one calendar. Chelan inspectors control occupancy on city lots, and the approved drawings stay on site until they sign off.
Neighboring towns follow their own rules or the county’s. Wenatchee is down US-97A / US-97. Leavenworth has its own city hall and its own STR rules, Entiat is between the two, and Manson is up-lake.
What to send
An address is enough to start. Useful extras include a survey, a tax-lot and zoning printout, an irrigation map, a well log or septic as-built, a shoreline determination if you have one, photos of the backyard and the street approach, and whether the home is for family or long-term rental. We check city versus county versus Manson, the 1,200-square-foot city cap, parking, and whether a truck can reach the pad without taking out an orchard row.
Send the address. Tell us whether the lot is city, county, or Manson if you know, where the building would sit, and how it will be used. We’ll match a model to the Chelan jurisdiction you actually have.
