Modular ADUs (accessory dwelling units), cottages, and backyard homes in Wenatchee, Washington

Wenatchee sits east of the Cascades, so we review the over-the-pass delivery route, staging, utilities, and Chelan County or city review before treating a parcel as buildable.

Getting started

Let’s start with your plans

  • Mountain-pass delivery and winter access can affect scheduling and staging.

  • Rural Chelan County lots often rely on wells and septic, which shapes siting and timeline.

  • We confirm county versus city standards before quoting.

Wenatchee is the Chelan County seat, orchard country, and a dry-side city in the rain shadow of the Cascades. That climate is why a lot of people move here. It’s also why a factory build makes sense: the house is built indoors, away from the wet west-side winter, then hauled over a pass into a place with real summer heat, wind, and a smoke season that has to be planned around.

The river is a jurisdiction line. City of Wenatchee is in Chelan County. East Wenatchee is in Douglas County. Unincorporated Chelan County, including Malaga, Monitor, parts of Sunnyslope, and a lot of orchard benches, is a third reviewer. A Wenatchee mailing address doesn’t tell you which one you have.

Every project here involves a pass delivery. Typical routes run I-5 to I-90 over Snoqualmie, then US-97 north, or over Stevens Pass when that route works better for the load and the season. Winter closures and chain restrictions get scheduled the same way we schedule a crane.

Washington’s statewide ADU requirements are explained in the Washington ADU laws guide. Your permit still comes from the City of Wenatchee or Chelan County.

City of Wenatchee, Chelan County, or East Wenatchee

Inside city limits, accessory dwelling units are covered by WCC 10.47.040. Current published standards (confirm at filing):

  • ADUs may be attached or detached. Detached units are DADUs (detached accessory dwelling units).
  • Two ADUs may be created per lot where the district use chart allows them.
  • Maximum size: 1,000 square feet of gross floor area.
  • Parking: one space per ADU, with a possible on-street credit on nonarterial streets if the city engineer agrees. Within a half-mile walk of a major transit stop, no parking is required.
  • DADU height: 24 feet.
  • DADU setbacks follow the rear and side accessory-structure setbacks for the zone, so the number depends on your lot.
  • As of January 11, 2025, existing legal nonconforming accessory structures, including detached garages, may convert to an ADU even if they miss current setback or coverage rules.

The city has also published permit-ready dwelling unit plans in 400, 600, 800, and 1,200 sq ft sizes. Those are the city’s stock drawings. Wolf brings its own L&I-inspected modular plans, so a Wolf home is a separate product from the city’s sheets. Our Model E and the city’s 600 sq ft plan are different buildings, and the 1,200 sq ft stock-plan tier is a two-story city design that has nothing to do with our Model I.

Unincorporated Chelan County has allowed ADUs for years. In June 2026 it put its planned rural detached-ADU rules under the new state law (HB 1345) on hold, so we check the county’s current code before we design a detached unit outside the UGA. Rural lots, especially under an acre or outside the UGA, don’t follow the city’s two-ADU rules. Septic, well, and slope decide more of those jobs than the floor plan does. The City of Chelan and Leavenworth have their own city halls, so Wenatchee’s numbers don’t carry over to a Lake Chelan parcel.

East Wenatchee is in Douglas County. If the lot is across the Odabashian or Senator George Sellar bridge and inside that city, the permit goes to the City of East Wenatchee, and Wenatchee’s rules don’t apply.

How Wenatchee takes a permit

Community Development is the city office. The practical sequence:

  1. Confirm the taxlot is in the City of Wenatchee, not East Wenatchee or the county.
  2. Confirm the district use chart allows an ADU in this zone.
  3. Check the 1,000 sq ft cap, the 24-foot DADU height, and parking against the actual street.
  4. File a building permit with a site plan, utility notes, and the factory’s engineered plan set.
  5. Answer review comments. Critical areas, shoreline along the Columbia, and orchard drainage can add review cycles.

The city supports ADUs as housing, but that support doesn’t place the building for you. Placement, delivery, and utilities still have to work on your lot. A hillside lot with a view of the river is a very different site from a flat subdivision plat, and the truck still has to reach the pad without taking out an orchard row or a service drop.

Chelan County Community Development is a separate office on Washington Street. If you’re in the county, start there, and keep the county packet separate from anything prepared for the city.

Wenatchee neighborhoods and lots

South Wenatchee and the older grid near downtown can be tight: small lots, alley questions, and parking that already competes with the house. The north end and some canyon-adjacent streets add grade, which changes the foundation design. Sunnyslope is where the city/county line causes the most confusion. Much of what people call Wenatchee there is unincorporated Chelan County, with well and septic instead of city sewer and water laterals.

Orchard benches above the river look wide until you find the irrigation main, the frost fans, and a driveway built for bins rather than a house trailer. Those lines and fans have to be located before we pick a pad, and moving an irrigation main is its own line item.

The Columbia shoreline and some creek corridors add flood and shoreline review. We don’t estimate base flood elevation; the flood map and a surveyor determine it. If you know the parcel is in an overlay, tell us on the evaluation so we can plan for the extra review.

Hillside lots above the city can have a great view and no turnaround. We measure access before anyone orders production.

Rain shadow, heat, and smoke

Wenatchee is dry compared with western Washington. Summers run hot, and winters are cold enough that frost and snow show up on the calendar. Wind comes down the river and off the breaks. Some years, wildfire smoke hangs over the basin for weeks in late summer. None of this is unusual for the area, but each one affects when excavation, concrete, and set day can happen.

The module is built indoors. On the lot:

  • Hot-weather concrete and heat limits for crews matter in July and August.
  • Smoke days can pause outdoor work the same way ice does. We build slack into the field calendar so the set date allows for it.
  • Orchard and bench lots add irrigation lines, frost fans, and access designed for bins.
  • Frost depth and winter conditions set the foundation design and the season for pouring.

Factory building takes the weather out of the framing, roofing, and interior work. The foundation, utility trenches, and set still happen outdoors in Wenatchee weather, and we schedule them around it.

Pass delivery and set day

Our factory is in Battle Ground, in Southwest Washington near Portland. From there, the delivery plan comes down to which pass, which week, and whether the last two miles on North Wenatchee Avenue or a canyon road can take the load. Snoqualmie on I-90 is the usual route. Stevens is shorter on a map and harder in winter. Either way, we need staging on the dry side so the truck isn’t stuck waiting out a closure.

A single-wide home needs a different transport permit and different turning room than a two-piece home. Set day on a bench lot usually means a pilot car on US-97, a spot for the crane that isn’t in an orchard row, and weather sealing the same day, followed by mechanical and plumbing tie-ins. Two-piece plans add a day to join the sections. That’s why we look at access and pass timing at the start of the project rather than right before delivery.

We build the structure while Wenatchee review and site work move forward. L&I’s insignia goes on the module at the factory, and the city or county still inspects the foundation, placement, and utilities. We can’t promise a set date through a pass closure, but we can plan the delivery window so a closure costs days instead of weeks.

Models that fit a 1,000-square-foot city cap

Wolf builds modular homes, not HUD (the federal standard for manufactured homes) manufactured homes. The structure carries a Washington L&I insignia, and Wenatchee still permits the foundation, placement, and utilities.

  • Model K (~432 sq ft, one bedroom) is the most common fit for a city ADU.
  • Model E (~616 sq ft) when you need two bedrooms.
  • Model F (~616 sq ft) as the other two-bedroom layout.
  • Model I (~1,232 sq ft) is over the city’s 1,000 sq ft ADU cap. It can work as a small primary home, or as a county cottage where the use isn’t a capped ADU, but it can’t be permitted as a Wenatchee DADU.

What people use them for

Wenatchee ADUs house parents in families who want to stay in the valley, adult children, and caregivers, and they serve as long-term rentals in a market that has been short on small homes. Orchard properties sometimes want a second dwelling for family labor. That still has to be permitted as a legal ADU or a legal second house, not a converted shop.

A tiny home, a mother-in-law suite, and an ADU are usually the same dwelling with a kitchen and bath, and Wenatchee will permit it as a dwelling.

Short-term rental rules in Chelan County and the city are separate from the ADU permit, and they get stricter toward the lake. Check those rules before you plan on nightly rental income. We don’t have a Wenatchee case study in the public library yet.

Cost, financing, and warranty

Bring the property address and where you’d like the home to sit. We check whether the site is in Wenatchee, East Wenatchee, or the county; confirm the 1,000 sq ft limit; and review parking, irrigation, power, pass delivery, and seasonal timing.

Site work, trench length, irrigation conflicts, hillside retaining, and delivery over the pass can make the total differ between two properties with the same model. Factory construction makes the home price more predictable than a site-built project, but Chelan PUD service upgrades or a septic expansion still add cost. Financing is often a HELOC, a cash-out refinance, or a loan from a lender familiar with factory-built ADUs. See financing.

Punch-list and warranty visits from the shop are scheduled trips over the pass. If the lot can’t take a module, you want that answer before production starts, not after a truck is on Snoqualmie.

Nearby cities with their own rules

Leavenworth, Chelan, and Ellensburg are close on a tourist map and different on a permit. Leavenworth has its own city hall and its own short-term rental rules. Chelan is a lake city with its own code. Ellensburg is in Kittitas County, farther down US-97. East Wenatchee is in Douglas County across the river. If the lot is in one of them, that jurisdiction reviews the permit. A Wenatchee address goes to Wenatchee Community Development, or to Chelan County if it’s unincorporated.

Start with the address. Tell us which side of the Columbia you’re on, where the home would sit, and whether it’s for family, a rental, or a cottage you might live in yourself. We’ll match a model to the jurisdiction that reviews your lot.

How much does a Wolf ADU cost in Wenatchee?

Home starting prices outside Portland begin at $85,500 for Model K. Compare the models and home starting prices available for your location. Appliances are not included in the base price. You can purchase our appliance package or provide your own. Permitting, delivery, installation, foundation, utilities, site work, taxes, and upgrades are quoted separately. Installation availability depends on the service area; some locations require a local contractor. Send your address so we can explain the scope for your project.

What’s the difference between an ADU, a tiny home, and a modular home?

An ADU (accessory dwelling unit) is a legal second dwelling on a lot that already has a house — people also call it a granny flat, backyard apartment, or backyard cottage. “Tiny home” usually describes size. Wolf’s smallest widely available plan is the 432-square-foot Model K; the 307-square-foot Model B is limited to the City of Portland. “Modular” describes the construction method: Wolf homes are built to IRC/IBC (International Residential Code / International Building Code) residential code, inspected by Washington L&I or Oregon BCD, and installed on a permanent foundation. They are not HUD manufactured homes.

Who reviews an ADU permit in Wenatchee?

The reviewer depends on the property address. Your mailing address may be inside city limits or in the part of Chelan County outside a city. We check which office handles your permits before recommending a model or preparing a proposal.

What does Wolf handle for a Wenatchee project?

Wolf employees handle property review, design, permitting, factory construction, site work, delivery, installation, and warranty within the agreed project scope. Some projects require third-party services, such as surveys or septic design and installation, depending on the property and jurisdiction.

Which Wolf model is best for my property?

That depends on setbacks, lot coverage, delivery access, utilities, and how you plan to use the home. We review those details before recommending a floor plan.

One point of contact

A simpler Wenatchee build over the pass

A Wenatchee ADU has to get through Chelan County or city review, a possible mix-up with East Wenatchee across the river, and a delivery over a Cascade pass. Wolf confirms which office reviews your lot, supports the permit, runs site work, builds the home in our factory, and hauls it over the pass as one job.

We can't control a pass closure, but we plan the delivery window around the season so you aren't left coordinating a local excavator and a west-side factory on your own.

Where on the property have you pictured it?

The spot you enjoy most is a good place to begin the conversation. Then we check the local rules, the delivery path and utility connections. A mailing address alone doesn’t tell us which jurisdiction reviews the project.
