Jackson County, OR ADU (accessory dwelling unit) Rules (2026): City or County?
Jackson County ADU planning for Medford, Ashland, and unincorporated land: which office reviews the lot, and what a long I-5 delivery from Battle Ground requires.
Jackson County is the Rogue Valley: Medford, Ashland, Talent, Phoenix, and county land that shares a mailing address with one of those cities. Oregon’s state ADU statute sets minimums, but the permit comes from the local office. Read the Oregon ADU rules guide, then find out who actually reviews the parcel.
Medford and Ashland write their own rules. Unincorporated Jackson County is a third path. Hillside and wildfire interface show up on Ashland-area lots more often than on a Medford valley floor. Historic or design review, where it applies, is local.
Battle Ground to Medford is a long day on I-5, so feasibility depends on the haul, the staging, and the season as well as the zoning.
What to confirm before you pick a model
- City limits versus county jurisdiction, from the tax parcel.
- The size, height, and placement limits that office is enforcing, including any owner-occupancy or rental rule.
- Sewer or septic and water. A second dwelling can fail an existing septic that was fine for one house.
- Wildfire, slope, and vegetation requirements that change the pad or the exterior.
- Access for a module. Valley heat and a tight driveway are both scheduling problems.
City notes:
What Wolf does
We identify the reviewer, check delivery from Battle Ground, and say so if the lot is a poor fit. Oregon turn-key work covers evaluation, permitting support, site work, delivery, and setup when the jurisdiction and the route allow it. A Medford job gets its own delivery and staging plan, not the one we’d use for a Clark County infill lot.

General planning notes. Confirm current adopted code with Jackson County or the city that covers the parcel.
