Ellensburg sits on the Kittitas Valley floor, a grid town around Central Washington University, with irrigation ditches, hay ground, and a wind that locals don’t romanticize. Cle Elum is up-county against the east slope of the Cascades, with heavier snow load and pass closures. Ellensburg is the county’s population center: student housing pressure, agricultural edges, I-90 at the north end of town, and a main street that still serves both farms and the college.
From our factory, a module has to cross the mountains before it reaches University Way, usually on I-90 over Snoqualmie Pass or on the longer Columbia River / I-82 approach. That makes every Ellensburg delivery a scheduled trip rather than a same-afternoon set.
Wolf has had projects in the Ellensburg area and has built 650+ modular homes in the Northwest. The local work comes down to jurisdiction, wind, water, and the owner-occupancy rule Kittitas County still publishes.
City of Ellensburg or Kittitas County
A valley address doesn’t tell you which office reviews it. City of Ellensburg building and planning handle lots inside city limits. Kittitas County Community Development Services reviews unincorporated parcels, including irrigation-edge acreage, lots toward Thorp, and a lot of ground that uses an Ellensburg mailing address. The town of Kittitas is a separate municipality. We confirm the taxlot before anything else.
Kittitas County treats an ADU as a secondary residential unit on the same property as a primary residence. It can’t exist independently as a separate parcel. ADUs are allowed outright or through a conditional use, depending on zone. Our Kittitas County ADU guide is the checklist. The county’s published overview names size, proportional-size, setback, and height requirements without stating the numbers, so we check them against the current code for your zone.
Owner-occupancy: Kittitas County requires that the property owner live in either the primary residence or the ADU. The county overview doesn’t address short-term versus long-term rental in detail. If your plan is a CWU rental with the owner living off-site, tell us before anyone orders a module, because the county rule may stop it.
Inside Ellensburg city limits, the city writes the local packet. The state’s UGA floor is in the Washington ADU laws guide: two accessory units, local size rules can’t go below 1,000 square feet, no live-on-site mandate, and height held to 24 feet unless the primary roof is already lower. City code may have caught up with that or may still be in a comprehensive-plan cycle. We file against the packet that exists the week we file, and we get setbacks from the current city code for your zone.
The county also names water supply approval (well or municipal), septic capacity or sewer, electrical, and emergency access as requirements. On a sewered in-town lot, those come down to laterals and panel size. On a valley-edge lot, they mean well logs and drainfield sizing. That’s why we ask for well and septic records up front. A drainfield sized for the main house may not have room for a second dwelling, and adding capacity changes both the budget and the order of the permit steps.
Wind, snow, and valley weather
Ellensburg is known for wind. Chinooks, gap flow out of the Cascades, and afternoon valley wind affect crane days, temporary bracing, and the siding and connection details. We don’t publish a design wind speed here, but set day depends on the forecast far more than it does on most lots west of the Cascades.
Snow happens, though less than in Cle Elum. The valley floor gets winter, inversion cold, and occasional delivery delays when I-90 closes or chains are required. The house is built indoors at the factory, but the foundation still goes in during Kittitas County frost and wind. Summer and early fall are the best set windows. Shoulder-season sets are possible, but pass closures are a real scheduling risk, and we won’t schedule a dual-wide marry for a week when avalanche control is running on the pass.
Irrigation and the valley grid
The Kittitas Reclamation District and related laterals are part of the landscape. Open ditches, recorded easements, and headgates show up in places a west-side evaluator would call the side yard. On edge-of-town lots, a “big backyard” can turn out to be a recorded irrigation easement, and building a foundation across one creates a legal problem. We check GIS and walk the lot to find those lines on the map and on the ground.
Downtown’s brick commercial core and the close-in residential grid bring crane and parking problems. North toward the I-90 interchanges, the lots get more suburban. East toward the town of Kittitas, agriculture is the neighbor, with spray, dust, and harvest traffic. West toward Thorp, you’re usually outside the city entirely, and a farm ADU for the next generation depends on water rights and septic as much as on the model.
Models for a college town and a farm edge
These are modular homes, not HUD (the federal standard for manufactured homes) manufactured homes.
- Model K (~432 sq ft, 12×36): a one-bedroom to explore for family or a long-term rental, subject to occupancy rules and property review. Close-in blocks near campus can be hard to reach with a crane; the compact floor plan alone does not establish that delivery is possible.
- Model E (~616 sq ft, 14×44) when you need two bedrooms: a couple plus a guest, or a small household that wants bedrooms at opposite ends. Model F is the same shell with a great room, if that suits how the family lives.
- Model I (~1,232 sq ft, three bedroom) when the lot has room and someone wants a small primary-scale home. A dual-wide needs different delivery planning on a valley farm lane than on a downtown alley.
How the permit process works
Kittitas County’s ADU path, as the overview lists it: land use application, site plan review, building permits, and environmental or zoning compliance checks. The overview doesn’t list fees or timelines. They vary by parcel and by whether the zone allows the ADU outright or through a conditional use, which adds a review step.
City of Ellensburg applications are a local building permit plus whatever ADU supplemental form the city is using at the time. We confirm the current process when we file. Incomplete water, septic, or access information adds review cycles.
Our process starts with feasibility (city vs county, zone, owner-occupancy fit, water and septic, and the delivery route over the pass), then a scoped proposal, then a submittal. The module carries Washington L&I’s factory-built insignia. The city or county still reviews the foundation, placement, and utilities.
How people use these homes
Most Ellensburg demand comes from parents who want a private unit while a student is at CWU, farm families adding a place for the next generation, aging-in-place cottages on the same irrigation-edge lot, and long-term rentals where the owner already lives on site. CWU students, staff, and visiting family create steady demand for long-term rooms and for a private unit on a lot the owner lives on. On unincorporated land, the county’s owner-occupancy rule means an ADU can’t be a rental with an absentee owner.
Short-term lodging near campus depends on local rules and sometimes the HOA (homeowners association), so check before you plan around it. People search for “tiny home,” “mother-in-law unit,” and “backyard cottage,” but if the building has a kitchen and a bath, Ellensburg will treat it as a dwelling. We don’t sell HUD-code manufactured homes into the valley.
A house near campus inside city limits files with the city. A five-acre parcel on an irrigation lateral with an Ellensburg ZIP files with the county. The two follow different checklists, and a campus-adjacent rental and a 20-acre hay-ground ADU get evaluated separately.
Completed Wolf projects are in the case studies library. We only link jobs there that are documented with the city’s name.
Delivery over the pass
Our factory is in Battle Ground, in Southwest Washington near Portland, so the haul to Ellensburg crosses the Cascades. I-90 over Snoqualmie is the usual route, with grade, winter restrictions, wide-load permits, and a weather window to plan around. White Pass (US-12) and the Columbia Gorge / I-82 loop are backups when I-90 is closed or congested, and both add real time. Dual-wide plans need more escort and more calendar. A 12-foot K needs a different permit package than a 28-foot I.
We plan the route in the first week. If a floor plan can’t legally move over the pass in February, we find that out before it goes into the permit set.
Warranty visits are a long day’s drive from the factory, and we still make them. Plan on scheduled punch-list visits rather than the same-morning stop an owner near the factory can sometimes get. The house was built out of the weather, and the field crew that set it is the crew that comes back.
Cost
The complete price depends on the property. Utility laterals, well or septic work, wind-related foundation details, and delivery over the Cascades can make the total different between two Ellensburg lots with the same model. We price the site after reviewing it, and the route and module width are part of that number. See financing.
Nearby towns
Cle Elum is up I-90 toward the pass, with a different elevation, more snow, and a recreation-driven market. The town of Kittitas is a small incorporated city east of Ellensburg with its own town hall. Yakima is in a separate county, over Umptanum Ridge and I-82. Thorp is unincorporated valley. If your lot is in one of those places, different rules apply.
Closeout
Walk-through, punch list, keys, and warranty. In Ellensburg, a well-built home is one that heats evenly through an inversion and stays tight in the wind.
What the evaluation looks at
Send the address, who will live in which building, and any well or septic records. We look at:
- City of Ellensburg versus Kittitas County, and whether the zone allows the ADU outright or through a conditional use.
- Owner-occupancy fit for the intended use. If the owner won’t live on site, tell us in the first email.
- Municipal water and sewer versus a well and drainfield.
- Irrigation easements and access for emergency services.
- Pass-route logistics and module width.
- Wind and winter conditions on set day.
If the well log is already on the kitchen table, send a photo of it with the address. That one sheet often decides whether a two-bedroom will work. Then we match a model to the zone and the water you have. Send the address.
