Shelton sits at the south end of Mason County, where US-101 bends toward the Olympic Peninsula and SR-3 heads north toward Bremerton. Oakland Bay and Hammersley Inlet put salt water on the east side of town; the hills and timber close in on the west. The climate is wetter than Sequim’s rain shadow, and the lots are nothing like Olympia’s sewered plats. From our factory in Battle Ground, near Vancouver, WA, the route is I-5 to US-101 west of Olympia, then north into Shelton. No ferry is involved, but the last miles are often a wooded driveway past a well house and a drainfield sized for one dwelling.
Wolf has built several projects in Shelton as part of more than 650 homes across the Northwest. For a local project, the important details are Mason County’s rural rules, Environmental Health requirements, and Hood Canal weather.
City of Shelton or Mason County first
A Shelton mailing address doesn’t tell you who reviews the permit. The City of Shelton reviews lots inside city limits. Mason County reviews unincorporated land, which is most of the county: wooded acreage, Hood Canal-adjacent parcels toward Union and Allyn, and shoreline lots that may also fall under shoreline jurisdiction. Recreational-cabin country and mill-town lots go through different permits.
For rural lands in Mason County, the county’s ADU application materials state that an ADU is subject to a special use permit. The county reviews health, safety, and site criteria before approval. If the property is in shoreline jurisdiction, county materials direct applicants to a shoreline review path instead of the standard rural special-use route. Read the Mason County ADU rules guide before you pick a model.
Baseline limits from that rural packet (confirm the current application):
- One ADU per property, on the same lot as the primary residence.
- Recreational vehicles are not allowed as ADUs under this process.
- The owner must live in either the primary residence or the ADU.
- One additional off-street parking space for the ADU.
Inside Shelton city limits, the city writes its own zoning and building path. HB 1337’s statewide ADU rules (two ADUs, no cap below 1,000 square feet, no owner-occupancy mandate inside UGAs) apply to GMA urban growth areas; details are in the Washington ADU laws guide. City Hall doesn’t use the rural special-use packet, so confirm which office handles the address.
Size: 80 percent or the cap, whichever is smaller
Mason County ties rural ADU size to the primary residence:
- For a new ADU, the unit can be no greater than 80 percent of the primary residence or 1,200 square feet, whichever is smaller.
- If you convert an existing residence into the ADU while developing a new primary, the converted unit can be no greater than 80 percent or 1,500 square feet, whichever is smaller.
Because of the “whichever is smaller” language, the 1,200-square-foot figure doesn’t mean much until someone measures the house. A modest mill-era bungalow can limit you well below 1,200. We run that math before we talk about a Model E.
Setbacks follow the applicable zone. The county also looks at separation between the foundation and septic components, including drainfields, reserve areas, and tanks. The published packet doesn’t list a single distance, so we confirm exact figures for the parcel.
Wells, septic, and Environmental Health
This is the part of a Mason County ADU that tends to control the timeline. Environmental Health approval is required before the ADU permit can be approved.
If you are using an existing onsite sewage system:
- The total bedroom count across the existing and proposed connected structures must match the approved septic records on file.
- If the bedroom count exceeds the approved system size, the county directs applicants to work with a licensed septic designer on upgrade options.
If you need new infrastructure:
- A new septic system’s OSS application and design permit must be submitted and approved before Environmental Health will approve the ADU.
- A new well must be permitted and constructed before Environmental Health approval of the ADU permit.
For sewer or larger public water systems, signed adequacy forms are required from the system manager. In-city Shelton lots are more likely to be on municipal water and sewer. Past the city line toward the canal, the Skokomish, or the wooded west side, you’re usually on a well and drainfield. If the approved OSS record is missing, that has to be resolved first, because Environmental Health won’t approve the ADU without it. A property can look perfect on paper and still need septic work before an ADU is realistic.
Models that fit wooded lots and narrow drives
These are modular homes, not HUD (the federal standard for manufactured homes) manufactured. A kitchen-plus-bath structure is a house as far as Mason County is concerned, whether you call it a tiny home or an ADU.
- Model K (~432 sq ft, 12×36). A one-bedroom example to compare after reviewing the 80-percent size limit, septic bedroom count, buildable area and delivery access.
- Model E (~616 sq ft, 14×44) when two bedrooms are the point and the drainfield can take the extra bedrooms. Opposite-end bedrooms help when the unit is for a parent plus a caregiver or a couple plus a guest.
A 14-foot-wide module on a wooded Mason County driveway is a much harder delivery than a 12-foot Model K. We measure overhead clearance and turning radius, and check whether the home has to ship in pieces, well before set day. Two-piece plans add a day to join the halves.
Hood Canal weather
Shelton is wet. Olympic Peninsula marine air, long rainy seasons, and wind off the inlets are the climate the lot sees. The house is built indoors at the factory; the foundation, trenches, and set still happen in Mason County mud. Saturated glacial soils, a high water table on low ground near Oakland Bay, and mossy winter shade change excavation and erosion control. Summer is the best set window. Winter sets are possible but need tighter site control.
Hood Canal itself is east and north, along the canal shore at Union and Allyn. Those parcels add shoreline review, wind and fetch off the water, and often steeper access. In-town Shelton is milder, and a canal bluff needs a very different plan than a city backyard.
Staging on US-101 through Olympia is routine. The last half-mile of gravel, a creek crossing, or a low service drop is what usually pushes a date.
Permits and the site plan the county actually wants
Expect a site plan to be central. Mason County wants property lines, easements, rights-of-way, existing and proposed structures, setbacks, access, parking, septic components, wells, waterlines, and stormwater routes. The county also evaluates floodplain and critical site features: wetlands, streams, steep bluffs, bodies of water. Our guide overview doesn’t list fees, so confirm them with the county.
City of Shelton applications use a different packet, and we file the one that matches the taxlot.
What people use these homes for
Shelton ADUs are parent dwellings, adult-child returns from the Bremerton and Olympia job markets, guest cottages, and long-term rentals where the owner-occupancy rule is satisfied. Rural Mason County requires the owner to live in either the primary or the ADU, which is different from an urban UGA lot under HB 1337. If you plan to rent both and live elsewhere, tell us early, because the rural packet may not allow it.
Wolf has several Shelton sets in its project history, though they aren’t in the public case studies library under this city name.
Project cost and timing
Well and septic work, tree removal, and site access will usually affect the total more than cabinet upgrades. Factory construction protects the home from the weather, while Environmental Health and any special-use review still affect the schedule. Financing is often a HELOC, cash-out refinance, or construction loan. See financing.
What we check first
For a Mason County / Shelton project we usually want to know:
- City of Shelton, rural special use, or shoreline jurisdiction?
- How big can the ADU be once 80 percent of the primary and the square-footage cap are both applied?
- What does the approved septic record say, and does the bedroom count leave room?
- Existing well and OSS, or new infrastructure first?
- Can a modular unit be delivered, staged, and set through the trees?
Those questions come before finish selections. Send the address.
Mill town, bay, and the two highways
Shelton is still a timber-and-water town, and the mill shoreline on Oakland Bay looks nothing like a Hood Canal cabin. In-town lots near the historic core can be small, with older laterals and a grid that looks simple until a fir and a service drop share the only crane path. Out toward the Skokomish and the wooded west, lots get bigger and utilities get more basic. A bay-front parcel may fall under shoreline jurisdiction even when the mailing city is Shelton, and that’s a different review path than a special-use ADU on five dry inland acres. Tell us whether you can see the water.
Two highways serve the town. US-101 is the usual module route from I-5 and Olympia. SR-3 north toward Belfair, Allyn, and the canal is a different last mile if the lot isn’t in town. We won’t deliver a 14-foot module up a canal-side driveway on a summer Saturday without a traffic plan, and the off-season is easier.
Nearby cities
Olympia is in a different county and runs a sewered capital-city permit process. Union and Allyn sit toward Hood Canal, with more shoreline review and more well and septic lots, and a canal-view parcel in Union has a different checklist than a downtown Shelton alley. McCleary is in Grays Harbor County. If the lot is in one of those places, that jurisdiction’s rules apply. In Shelton, the reviewer is the City of Shelton, or Mason County outside city limits.
Factory build, set, and warranty
Washington L&I inspects the structure in our shop and issues the insignia, and Mason County or the city still reviews the foundation, placement, and utilities. The factory keeps the house dry during production, while the drainfield and foundation work happen in Mason County rain. We check access in the first week.
After the set come inspections, the punch list, keys, and warranty. US-101 is the return route for field work. It’s a long run from the factory, but still a same-day drive in good traffic.
If you already have a septic as-built or a well log, send it. If you only have an address and a clearing in the firs, that’s enough to start. If the drainfield can’t support a two-bedroom, we’ll tell you before you plan around one.
Start the evaluation. Tell us whether the lot is city or Mason County, whether it’s on a well or sewer, and who will live there, and we’ll pair a model with the 80 percent math for your house.
